The Hall of Fame used to let players decide, but now they leave it up to the Hall to make the final determination. Players wishes are considered, but the historical record is the biggest factor.
Players were getting paid by their clubs to choose a particular cap. Can you imagine Wade Boggs enshrined in a Devil Rays cap?
That's why they took it out of the players' hands.

Winfield inspired the new policy by putting his cap up for bid... The HOF is justified in selecting the most historically significant cap... The other teams are all mentioned on the plaque anyway.
