What seems to happens is there a flurry of activity up to the beginning of camp. Both sides get pissed because it didn't get done, so they have a cooling off period. They attempt to get together a week or so later, and again a flurry starts before the first preseason game. By the week of the first game, both sides have resigned themselves to the fact that they ain't getting anywhere, and so they finally sign a deal that they could have made a month prior.

Wow. That makes perfect sense, but I hope you are wrong this year
