If the season is lot, I have assumed the draft order would be the same next year as this.Part of the reason I wanted the Suns to tank last season. It helps creating a new look for the term.

I think it will either be the reverse order of finish this year or they will hold a lottery involving either last year's lottery teams or all teams. I suspect it will be a league wide drawing.

The only fair way is to give the team with the dimmest outlook the #1 pick...

I would suggest adding all the teams and their wins the last 5 years, then taking the bottom 14 and having a lottery for them and order the rest as normal.

I'd prefer to rank teams by how many titles they have won, with the ones that have won none (or none in the last 20 years for example) composing the lottery. The longer a team has gone without a title, the higher probability of securing a high pick. Also, teams that have not had a top 3 pick in a long time should be favored over those that had recently.

David Stern will throw darts blindfolded at a board full of logo stickers equally representing the teams. By 'teams' I mean Miami, Lakers and Celtics which will get the #1, #2 and #3 picks respectfully.

The other teams draft position will be drawn out of a hat. Dallas will get the hat, Phoenix will sell their draft pick to Dallas for the hat and cash considerations.

In other words, predictable.

To answer my own question, here is how the NHL did it from Wikipedia.

The loss of the 2004–05 season meant that there were no results on which to base the order of the 2005 entry draft. The league settled on a lottery system in which all teams had a weighted chance at the first pick, expected to be Sidney Crosby. The lottery was tilted so teams with fewer playoff appearances over the last three seasons and fewer number one overall picks over the last four seasons had a better chance of landing higher picks. The complete order was determined by the lottery, and the 2005 draft was conducted in a "snake" style, meaning in even rounds, the draft order was reversed. This system was an attempt to compromise between those who felt all teams should have had an equal chance at the first pick and those who felt only the weaker teams should have been in the running.

There's no need to introduce the randomness a 'lottery' creates because whatever historical measure they use, the teams can't help themselves by 'tanking'. If you remember the purpose of the lottery was to reduce the effect tanking could have.

I like Griffen's idea of using the number of titles won - then using the states name (alphabetically descending) as the tie breaker. Another good method would be to use the sum of the number of titles won and the number of #1 overall draft picks the team has had.

Determine the draft order by total number of #1 picks and the tie-breaker determined by the years a team is in the NBA.

How many other NBA teams never had a #1 pick?

I don't think Stern is as horrible as many here do but there's no denying that the man has an almost unparalleled ego. I think the one thing you can count on is that he will do almost anything BUT copy the NHL solution.

I could see him getting creative (and perhaps sending a message) by holding a lottery amongst the teams that were under the CAP in the last season played and reverse order of team payroll for those that exceeded the CAP.
