I am not happy about the Howard development either. I like Cheadle, but I see him as the character he plays in the Oceans movies. Not a bad ass military brotherman Iron Man.

Sam Rockwell is playing Justin Hammer in the sequel and evidently will not resemble the Justin Hammer of the comics at all. In the comics he is old and British.

"They wanted to go with a rival for Tony Stark who is closer to his age, and make him American," Rockwell told MTV News of the new look for the Marvel villain.

Seems odd that they'd make Whiplash Russian...it sort of takes Crimson Dynamo off the table for a future movie.
