The Colts need to rebuild and need cap space to help do that.
Peyton needs to play on a team that has a chance at a Super Bowl. (Assuming he's going to be healthy and I still think that is a big if)

They both know it's in their best interests to part ways.
They both know that their will be a big amount of fan backlash in Indy when they do.
They both want the other to take the brunt of that backlash.

They need to come together and announce together that they have mutually decided that it is in their best interests to say goodbye.

Then Peyton needs to get healthy and decide where he is going to go.

I don't think anyone is fooled by lukewarm words like this. I mean, I think Peyton has earned the right to know from the Colts that, if healthy, he will start for them according to the contract they agreed on. Irsay is only saying they'd be excited to "have him back" so he can "finish his career" with them, with a new deal. No Colts fan is going to blame Peyton for leaving if he chooses to.

if i were manning i'd power play right back.

"i was drafted by the colts. have played my whole career here. have brought prosperity to the team. a superbowl to the team. our success has resulted in a new arena. i signed a contract with the team and i'm willing, and want, to honor it. i will report for all team-related activities and look forward to winning with the colts."

he's under contract. force irsay to cut him. then all peyton has to say is:

"we negotiated a contract. i was ready to honor that contract and continue to play for the fans i've always loved. irsay cut me."
lol, nice. That's the perfect response. You could throw in that the resulting new arena gave the city a superbowl and the economic influx to go along with it
