I think I finally figured it out!

The Graves era workers got confused due to Arizona not having Daylight Savings time and everyone else having it. So he would spend the first few weeks having his workers call every other team and asking "what time is it there now?", and by doing this they stopped missing flights, meetings, and calls anymore at the start of FA. But it took some time to get a detailed "new" NFL clock every year.
