Just a guess, but it seems that the Cards toggle Wheeler off and on the roster - to augment their special teams when they feel they have enough depth everywhere else on their Active 53.
But if BA feels he's overly thin at, say TE, he goes to his PS or even the street to pick up someone like Dray - & then releases Wheeler (only "don't go too far away...and keep your cell-phone turned on.")
Only thing that puzzles me is whether BA and Steve worry thaat some other team will snap up Wheeler while he's on the street (or do all the teams have a "wink & nod" gentleman's agreement about certain players)?
