Kevin Michale, the same guy who cost the Wolves a couple of draft picks in the past and not trying to surround a better cast around KG one of top GM's? Matt Million the same guy who drafted 3 WR in the past 3 drafts? This list is a joke.
It's simple. Forbes is a money magizine. Their ranking system is based on how well the GMs handle the money. I'm guessing that they didn't include much on how well the team actually did in the wins department. Instead they probably looked at ticket sales, contracts, etc.

This seemed to be from a business perspective and even then it didn't make a whole lot of sense. Glad I don't regularly turn to Forbes for my sports advice. Kevin McHale? The Best GM? The same Kevin McHale who put Minnesota in to salary cap hell, and has the Timberwolves hovering around the toilet, with no chance of improvement until Kevin Garnett is traded? The same Kevin McHale who squandered draft picks by tampering to sign Joe Smith? Joe Friggin Smith??
Matt Millen? Yeah. That record indicates he's one of the best GMs in football.
Billy King? He's a great GM.. So good, Sixer fans want him on the first bus out of town.

General managers were graded on two things: performance vs. the performance of their predecessor, and payroll relative to the league median when compared to their predecessor. Because winning is more important than payroll, Forbes.com double-weighted winning percentage to penalize a GM who cut costs but also hurt his team's winning percentage.
McHale earned the top spot, according to Forbes.com, by leading Minnesota to eight playoff berths and a .539 regular-season win percentage. The Timberwolves won less than 25 percent of their games before McHale arrived.
Minnesota salaries have climbed 19 percent more than the median NBA salary during his tenure.
