I am still not getting how this is part of world building (as previously announced) if it's set in what looks like an alternate era. That is unless by the end of this they move into an alternate universe. They even talked about integrating these characters with the X-men.

I just don't see how any of it fits together unless the direction completely changed?!?!

It's definitely an alternate earth set in the 1960s Jetsons style.

Except he is an unborn baby in this?! I thought this was just an intro film for the F4 and then they would be integrated. Unless, there is an "age up" of some sort or the film takes place over several years (which is possible), that is what I found confusing about the story.

I am beginning to wonder...

...if this is all a setup to introduce Franklin and he has more to do with the future of the MCU. Even the title "First Steps" could be referring to him. As an infant/young child he was one of the most powerful beings in the comics - with the ability to bend reality and even create universes. Maybe he has a lot more to do with the multiverse, Avengers: Doomsday, and the upcoming Secret Wars.

Is there precidence for having the Silver Surfer be female? I don't remember the comics very well.
I have all of the original Silver Surfer comics but it's been a long time since I read them. I don't remember Shalla-Bal being the Silver Surfer but that could have happened in later years when I was not collecting. I may have to dig them out and see.
