No. Signing the QO is what Len did in the end last year. It is a one year deal. It’s a desperate move by a RFA who either can’t get a better offer from his own team or anyone else (Len) or wants to get out as soon as possible (Monroe with Detroit).Wouldn't declining the QO hurt his ability to look elsewhere? I could be wrong but I was fairly sure that RFA's had to sign their qualifying offers in order to start looking elsewhere for a new contract. If they didn't need to then what keeps players from declining the QO and just signing somewhere else outright? That would keep their original team from matching a deal so they'd be able to go where they please.
They can look elsewhere all they want. The Suns have the right to match any deal. If the Suns decide they do not want Elf, they can rescind the QO and give up their right to match. At that point his cap hold comes off and they can use that money for a different player.
