Dry lightning was the cause of that one.
Alex and I did the Bob Bear trail last November - no permits needed then, not very crowded.
I believe permits were not required October through April, but May through September they were.
The wife and I did Bob Bear last May and we left early. It got crowded a couple hours after we got down there and it was the party crowd you'd expect, except the hike out is pretty tough in the heat so it keeps out some of the rift raft and coolers.
We did the waterfall trail early spring this year and permits were not required.
