Question on Draft Trades

Havent been able to find an answer to this on-line:


If you trade down in the NFL draft, does the team trading up have to tell you who they are picking?

or

If you trade down, can you make the trade conditional on the team trading up picking a specified player?


don't know if there are formal NFL rules here, or, tradition bound "un written rules"



why do I ask?

Maybe the Cards think they can take Murray at #4, and that the Raiders really want Bosa. So they cut a deal -- but only if the Raiders take Bosa. But could the Raiders SAY they want Bosa, but then take Murray?

Might be a gentleman's agreement but as far as I know there isn't a rule that either team must disclaim their intentions

I remember the reading that the Eagles knew the Rams were taking Goff before trading up for #2 (Wentz). I suppose those conversations would include the league and would be subject to getting penalized.
