It is my understanding that anyone drafted in the first round is given a guarenteed contract. Usually this is automatically applied to the team's salary structure for cap purposes. However, I notice that Delfino, who was drafted by the Pistons but stayed in Europe, is not listed by HoopsHype as part of their salary structure. Is this correct or did HoopsHype make a mistake?

The reason I ask is that it might make sense for the Suns do the same thing. They could draft someone like Andriuskevicius, Perovic, or Biedrins with the explicit plan of leaving him in Europe for a year to keep the $2 million cap space available. I don't know how this works, but it might be relevant.

My understanding is that when you leave a pick over seas, you simply retain his rights. His salary does not count agains the cap, because you havent signed him.

The real question I have is:

When you a draft a player, thier salary has a hold of cap space. This is meant to prevent circumvention of cap rules by postponing a player signing. However, what is the intention is not to sign a player?? Does their salary remain a cap hold until a deadline passes? Or can you notify the league that they will not be joining this year, and there by keep the cap space??

I'm also not sure how it works when the player is ready and willing to sign to come over to the NBA. In other words I have a hard time believing you can force somebody to stay over in Europe.

Cap holds only apply to first round picks, IIRC. Second round picks have no holds and can be signed for any amount as their salary is not slotted. It's believed that's on the reasons Maciej Lampe fell into the second round, as he would have been unable to pay his team's buyout with a late-first round salary structure. The Knicks actually used a portion of their mid-level exception to sign him to a deal so that he could come over this season.

Vujanic, as well, was a second-round pick, so he does not create a cap-hold on the Suns cap. He doesn't have to be protected for the expansion draft, either.

My question about the cap hold relates specificially to Delfino and the Pistons (he was drafted in the 20's). Is there a cap hold hold for him?

Was the present day salary cap in use when the Spurs picked David Robinson? I remember they picked in 2 years before he could play because of military obligations...did he count againt the cap?

There was in what would have been his rooke season. I believe afterward the team still retains his rights buts there is no cap hold.
