Cousins doesn't have to sign the tag, which would mean the Skins would be holding that enormous salary on the books...essentially Cousins could hold them hostage. Also, even if he signs the tag, it doesn't mean a team would have to give up 2 1sts to sign him. The Skins probably just want a 2nd, or even the 3rd rounder they gave up for Smith, and by tagging him, they lose their compensatory pick for him leaving in FA. Very risky for the Skins, financially speaking.
Yeah, and given how poorly that organization is run, this would surprise...exactly no one!They would be so stupid to tag him, if they really want Smith. KC isn't going to get a $35 million per year contract as a FA, and very few would trade for that 1 year deal, with no guarantees of a long term solution. Worse case scenario, the Skins end up with both on their roster in 2018, effectively costing $50 million+ for 2 starters...lol

Then he finds who he wants to play for, his agent informs said team Washington wants a second and a fifth to remove the tag, then based on that info they negotiate a deal. The player is allowed to negotiate with other teams, but if a competing team makes a free agent offer, the original team has the right to match it. If they don’t match the offer, they get two first-round picks in compensation. In other words, this is basically a convoluted trade scenario.
this is the tag that applies. The team that currently owns the player has the right to set the level of compensation they want in return... the tag does not need to be signed until late June...which gives them four months to make a deal.
the ONLY reason Cousins would sign the tag is to screw the Skins... the non exclusive tag is basically designed for this exact scenario.
It doesnt really hurt Kirk... just slightly lowers his market value because a team will have to trade an asset to get him but in the history of the tag it has almost never been two firsts.
But...Washington has to "book" the value of the non-exclusive tag; monies that they can't use in Free Agency.
