Since he wasn't, here's what he probably would have said if had made an appearance:

"We're still evaluating players on our roster so nothing has been determined yet."

"We plan to be aggressive in free agency within sound business and financial parameters."

"The key criteria for any move we make will be that it improve our football team."

"We place a high priority on players who are "good people" both on and off the playing field."

"We considering a number of free agents currently on active rosters, but it will be a while before we come to any decision."

(Translation: "If you think you're getting any specific information out of me, forget about it.")

The scariest part of your sceniero Jeff is "within sound business financial parameters." Translated that means we will hold back 8 million dollars from our CAP money for business reasons beyond our control (low attendance).

The Cards seem to be managing the cap effectivly. For the second year in a row we have $$ to spend as oppose to the Titans who for the second year in a row are looking at letting some of their best players leave because of cap problems

Yes, but what good does unused cap money every year do to our team? None. We keep hearing it will be used, but we never do use all of it (not counting the extra couple of hundred-thousand dollars we save in case of injury needs). Using that cap space won't put us in cap hell, as long as we spend it well. Why don't we do so? IMO, it keeps us from being that much more competitive.

As you say, we had dollars to spend this year and as we all know, we didn't. It's easy to manage the cap when you don't even come close to using it all.

Didn't the Titans go to a Superbowl? How many winning seasons have they had over the past several years? Only a couple of organizations are able to build an annual winning team without serious cap implications at some point.

I'd be happy with a few cap problems right now in exchange for a winning team.

Bingo, managing the cap well when you're a winner like Philly or New England is something to crow about. Having extra cap room when you won 10 games the last 2 seasons combined is not something to crow about.

I think its getting better I think AntSteve nailed it about the release of Kendall and Quan's injury explaining much of our capspace. We assumed we'd sign Quan to a new deal, he got hurt, we hesitated, and didn't spend that money. Kendall was cut, we cleared his salary.

Actually after the resigns this year we ended up only not using 3 mill of the cap space, and that 3 mill was probably earmarked for Boldin but couldnt come up with a deal.

This could be but it was reported by Bick and MJ that we ended at over 7mil under....remember before the extensions and additions we were 12 mil under the cap.

Does anyone know what players the Cards passed on even though we had all this cap space? I am not trying to be argumentative, but I would like see if the Cards had the opportunity to sign players worth bringing in. (I am not talking about them keeping Kendall)

I believe the left over caproom was built in over the last few years and it didn't just happen.

It's being used to fund the stadium IMO.

No one can prove that but to me it's pretty obvious why it isn't spent.

Wasn't the cap last year 85m and the funds from the tv deal 80m. Myabe thats why we didn't spend to the cap,

80 mill last year it is projected to be 85 this year.
