Players who are not active do not get tested.
You may be right, there's an article in the paper today on Bonds that says that claims Bonds has been tested this year are not true and that other MLB players are openly suggesting Barry is staying out all year to avoid tests.
That said, the Giants trainer said while he's surprised at the statement by Bonds he's out all year(apparently Conte didn't know) he says the claims about avoiding tests are nonsense, he says that none of the tests MLB uses can detect steroid use beyond a reasonable time frame so unless Bonds is still using, none of the alleged past use with Balco would show up on any tests and he says that's been true for months now.
Seems to me to be effective at all random testing should be expanded to allow MLB to test certain players they have reason to suspect, even if they are in fact out with injury. I don't doubt Bonds' knee problems, local writers say they've seen him hobbling around and they've seen how bloated the knee gets on off days they all believe he's telling the truth about the knee.
