I think he will become a free agent after this season and wanted more $$$ than the Packers were willing to give him.

It is what they did for Marcus Peters. Rams got Peters and a 6th, and gave up a 4th in 2018 and a 2nd in 2019. However, if they let Peters go in FA they should probably get a compensatory 4th round pick back in 2020.
The Rams will get Fowler for a song, and if they love him, they re-sign him. If not, they let him go and potentially get a mid to late round comp pick back.
