I have to go with Max Hall.

He threw for 1 TD and 6 INTs in 6 games while getting constantly pummeled by opposing defenses. There were numerous times during every game when I thought he might have suffered a career-ending injury after running headfirst into multiple defenders. It was uncomfortable to watch on a lot of levels. But at least he had moxie! And likely a fair amount of drugs in his system.

I am admittedly shading this based on taking him in the first round. I think both those guys were over 50% though. Let me check.

Hah nope Gelbaugh 49.1% 10 TDs to 22 picks so yes he is worse than Tupa. That's special
Tupa was drafted in the third round (still obviously too high).

We have a winner here. Drafted in the 2nd round Sacca lasted just one season played in 2 games went 4/11 for 29 yds. (36.4 comp%) and 2 INTs. A QBR of 5.3 He was a horrible QB at PSU and never should have been drafted so high.
His hands were too small to hold an NFL ball if I recall correctly.

This, it was painful to watch someone have their dream literally beaten outta them.

At least his one TD was to Fitz. So just a long list of bad QBs to throw Larry a TD.

I thought Brian Hoyer had a chance to be half-ass decent, guess I was wrong on that too. I must have just been comparing him tothe other losers on the 2012 roster Lindley, Kolb and Skelton aka Double Duece.

Has anyone mentioned John Navarre?! I guess since he was a 7th round pick, expectations were pretty low to begin with. Logan Thomas is another one who should be in the discussion - not good enough to start over Lindley in the playoffs!

But of all the awful QBs, through the years, i'd put "Scud" on the top of my list. He certainly earned that nickname.

Skelton was in no way good but the guy did win a few games and had a heck of an arm. Now getting that arm to throw in the right direction…
