Does "1/1" mean that it's the only one of its kind? Why don't they make more? It seems like if I'm Upper Deck, I'd rather make 100 that I can sell for $5000 each than make one that might, if I'm lucky, fetch 20 times that.

Yeah, it's the only one made. The card itself is worth more because of that, which means people are more likely to buy packs in hope that they'll pull it. Now that it's on ebay that probably hurts upper deck, because people know they cannot pull that card.
