They don't really have anyone else to return punts. At least no one they've tried on a consistent basis. After the Ginn fiasco last year I can see why they went back to PP, but he's not the returner he was his first few years.PP21 has a much larger contract and that doesn't keep him from special teams play.

On punts, he's the fastest payer to the sideline.
Superb signing by Steve Keim who continues to do all he can to identify and re-sign core players.
As for Jerraud Powers, his age and durability issues are one factor, but, his true value is as a nickel CB.
I believe that Rashad Johnson is also considered a core player and that Steve Keim will try to re-sign him before FA starts.
It will be very interesting to see what kind of a tender SK gives to Tony Jefferson. It wouldn't surprise me if SK doesn't sign Jefferson to an extension before FA, he gives Jefferson a 2nd round tender ($2.187M) rather than risk losing him as an RFA without getting any compensation in return (which is the case for undrafted players who are given low tenders).
Having Johnson and Jefferson in the fold allows James Bettcher to continue to play Tyrann Mathieu all over the field. And speaking of Mathieu, SK will be trying to sign him to a long-term deal asap.
Absolutely Mitch... But it should be very interesting to see how both sides try to place a value on the Badger. He's not a shut-down corner. He's not a prototypical FS. So getting comps for him will be tough! What's your guess t a likely contract for Tyrann?
Honey Badger, as chess pieces go, is the queen of the defense. He does it all and he does all of it very well. (FYI---I am not in agreement with others about HB being a liability in coverage---I think he's the most fundamentally sound cover man on the team and that just because he gets beat on a post pass with no safety help over the top, so would any other cover man). I am thinking Steve Keim would value him at this point in the $8M a year range---and would be very happy to sign HB to a 5 year $40M contract, something in that range---with perhaps with some added incentives. HB might want a shorter term deal, thinking the market for him could be at an all time high in 3 years. If that's the case, then a 3 year $25M deal could make sense. What do you and everyone else think?
