Blackout ?

Why would the Cards vs Chiefs game be blacked out in Seattle. Went to watch it on FSAZ noon pacific time. I thought blackout rules only applied locally if a game wasn't sold out.

I have Dish Network and have the Sports package with all FSNW channels. I cannot get Direct TV because the apartment I have the view is blocked for Direct TV. I can only get Dish Network. I don't think there is a subscription other than what I have. I would love for somebody other than Direct TV to have the rights to the NFL package. I crave more Cards coverage but I am hampered by only being able to go through one sorce.
