I don't believe this is a correct theory... There is no way they are in order of popularity.....
Is mid way on the first list... Great smilie but no way is it used more than many of those that are on the "more smilies" list...

is towards the top of the first list... another rarely used one...

No, it is a hard-coded sort order. There have just been a lot of changes over the last week or so.

CQ just went thru the whole list and sorted them by popularity, put the sign smilies and other related smilies together, etc. Should be easier to find the smilie you want now.
