Here is what I will say.
We have a history of Vance sacrificing athleticism for consistency. Even if that consistency doesn't make the play. So, correct read but can't physically make the play is more valued than making the wrong read.
We have articles on AZ Central talking about Nick Vigil as a starter.

We now have Zaven Collins starting the 1st preseason game for a team that does not typically play entrenched starters much in the preseason. We then have this article from AZ Central (
https://www.azcentral.com/story/spo...ati-bengals-nfl-preseason-opener/10294928002/) which states "Collins is aiming for a starting spot at inside linebacker, as it's no guarantee that he'll have one when the regular season starts. So preseason games could be important to see where his development as a player currently stands."
We also have Isaiah Simmons who Vance has stated needs to improve on his consistency learning a new role on defense for a coach who does not have a history of creating roles for players. Over his career Vance has been a coach who likes defined roles for his players.
We also have Tanner Vallejo on the roster who Vance has chosen to play over both Isaiah Simmons and Zaven Collins as recently as last year. Tanner is on the preseason depth chart in a similar spot to Vigil and does not look to get any snaps in the first game which has traditionally been the case for entrenched starters.
The idea of our starting ILBs being Vallejo and Vigil is not coming out of nowhere, there are legit reasons to believe it is a possibility.
