What if luxury tax doesnt kick in this season?

I read an article on ESPN early this season said it may never happen.

I am pretty sure it will stay until the next players contract. It is a fantastic bargaining chip. Besides, too many owners would like to see the Knicks and Mavs suffer a while.

The CBA is up next year, so this summer is the last summer it can be instituted. (If what I read is true)

I ALSO read that both the Players Union, AND the Owners for some reason, don't like the luxury tax.
