Dish Network signal error 31-11-45

For those who have the Dish Network, have any of you had a loss signal problem and it says 31-11-45? I called the tech person and we did all the tests and they could not help. Cables were fine, did the turning the receiver off and nothing. They said they would need to bring out a tech guy to look at it. I was wondering if this could be fixed before calling someone out?
