I dunno about this, and I'm ask skeptical about Cutler as anyone. I think that he's not a Top 10 pick, and I think that a lot of scouts are saying the same thing. I know that Mel Kiper and Scouts, Inc are. The team that takes him in the Top 10 will be reaching for need. That's fine.
How he performs in the NFL is going to depend on how he's handled in the first couple seasons. Cutler is not Peyton Manning/Eli Manning/Ben Roethlisberger. His footwork is going to have to be totally reformed and that takes time. If whoever drafts him gives him the Kyle Boller treatment ("Here's the ball, kid. Go win the game."), I'm pretty certain that he's going to be a Kyle Boller-type failure.
People seem to think that for some reason
(I'm not going to say "because he's white") Cutler is more ready-made for the NFL than Vince Young is. Having watched the kid play, I can say that is not the case. If anything, Young's ability to improvise will make him better earlier in his career than Cutler will (cf. Michael Vick's early success on the NFL scene). Neither Cutler nor Young have been exposed to NFL-caliber offensive schemes, but Young has played against NFL-caliber talent and won (5 players from Ohio State's defense alone will be picked in the first day of the 2006 draft).
I had concerns about taking Young over Leinart, especially trading up to get him. But I have no concerns about taking Young over Cutler. At all. Do I think that Cutler's upside is worth taking him at #10 over a position player that will be able to contribute as at least primary depth this season? Not really, but I wouldn't kill myself over it.
