Just way too many players in our current one, not to mention the debate we could have daily on who does not deserve to be in there. Let us be honest and admit that the longer we would have waited to create a HoF, the fewer players would have been nominated for no other reason than as we saw how bigger, faster, more athletic players got over each decade, the higher the overall criteria probably would have been.
Thus, the floor is open now for how it could be changed and made better, purer, and/or more realistic and deserving. I only see 2 ways which might seem extreme, but only because we are used to what is current.
1. Leave the current inductees all in, but create a new division possibly named the Greatest of the Greats, or simply best starting team ever out of everyone, which could always change if and when a super great player ever gets admitted. Maybe it could be re-evaluated every decade to see if someone new was great enough to replace one of the very greats.
2. Put a limit on the number admitted, and for a new player to be admitted, he must be shown to be more worthy than whichever one is to be eliminated from the Hall. That would constantly have previously admitted lesser players being re-examined and compared to any new prospective member.
For instance, for Brady to get in, a Joe Namath or someone else would be removed. A nice caveat might be that no one still alive is to be eliminated. Thus you are guaranteed a membership for life.
