I'm showing my age but how about "Bouncing Boy" from the old Legion of Super Heros?
Bouncing Boy is one of the most worthless heros ever. He was basically a fat kid who rolled around. Even Aquaman is cooler than Bouncing Boy. How about Inspector Gadjit? He's a bumbling idiot with rebuilt legs.
