Correct on all accounts.
Teams just wont spend willy nilly and put themselves in horrible positions come 2011 or further when a new deal is settle on. Now mind you there is always loop holes around every thing, so you will see a little bit of what Gandhi is talking about, just not to the level he might be expecting.
Just like the last CBA agreement, teams will be given a certian amount of time in order to comply with the new rules. If you remember when the last CBA was met it still didnt go into effect for like a month, pushing free agency back back by a month as well. They did that in order for teams to be given enough time to not only plan accordingly and gain better understanding of the new deal but to also be given plenty of time to comply with the new rules.
Also take note, I am really starting to think a new deal will be in place. With three months to go the union and league are in more heavy negotiatons at this point then they were the last CBA negotiations. I keep hearing that the union is being heavily pressures by the players and agents to get something done before the uncapped year because besides the top 1% who will make bank during that period, the other 99% will loss a lot of money. You also ahve the pressure from the league to go to an uncapped year it will be precieved by the lesser knowledgable fan as being a MLB type system which everyone hates, while not true preception is everything and it will take a PR hit. Also note that both sides are in a complete media blackout concerning negotiations, which is a great sign, because it means talks are progressing and neither side feels the need to get the media involved in a PR battle.
So while I still think it is improbable it gets done for 2010 the odds have shifted. Where about 3 months ago I though there was only a 5% chance of a new deal happening, I know think there is a 30% chance of new deal happening and it rises weekly as of right now. So keep your fingers crossed.
