having played both i have to say 'no'.
Best way i can think of putting it is that Rugby is a contact sport and football is a collision sport. thats makes sense in my head anyway.
I love rugby and as Muffin says its a totally different way of tackling, lining you man up and going with the shoulder. you get the odd head tackle but it never on purpose.
In rugby we have seen an increase in padding in the players shirts of the last 10 years, not much but its getting worse (better!). In my day as a forward all i had was the tape for my ears.
