I had the same questions many of you had on the timing of a tmac deal this summer, and my man Larry (who was quoted yesterday in ESPN Insider), provided good info:

Me:
Hi,

Couple things, first off I saw you got quoted on ESPN insider, pretty nice. Second, I have a question on the Suns and McGrady rumors if you could clarify.

As you know, the big rumor has the suns including at least marion and their top 10 draft pick for mcgrady, however this seems to cause problems. first off, i believe marion is BYC until July 1, is that correct?

Him:
Correct. Also, I think the Suns will drop below the cap this summer, which means all BYCs will go away, regardless.

Me:
if it is, that means they need to wait until at least then, however the draft is june 26th, so that would mean orlando has to tell phoenix who to pick. Is this legal?

Him:
Very much so. Teams often do deals contingent upon a certain player being available and drafted by one of the teams. In fact, such trades are rarely for "just the pick." They're more commonly for a specific player in the draft.

Me:
if it is, then is it possible to trade a draft pick 1 week after the draft (lets say the trade goes down on July 1st)? I thought there was a rule that teams cannot trade someone they just picked up rights to for at least 3 months.

Him:
Nope. A prime example is Steve Francis being traded from Vancouver to Houston.

One thing that makes it difficult is that when matching salaries to see if a trade is legal, unsigned draft picks count $0. So it's sometimes hard to find a deal that makes sense talent-wise and is legal financially.

Me:
the logistics of this trade proposal don't make sense to me, so I thought your in depth understanding might help.

Him:
Well, Orlando has a big decision on their hands. If they think they're going to lose McGrady next summer, then trading him this summer makes sense. After all, it's not like they are going to win the championship with the team they have now.

But I think they might try to package McGrady and Hill together in a bigger deal, with McGrady being the prize dangled as incentive for other teams taking Hill off Orlando's hands.
