What we need is to make a trade involving smaller salary players, where we get just over the cap and then we could add Damp as a mid level exemption. At this point I think he would definitly consider that to join a very promising team.

The Suns don't get a mid-level this year no matter what they do.

LaFrentz - No, awful contract, average player
Thomas - Not a center by any means
Chandler - Yes, "potential" to be special
Brown - s.a.
Swift - Not a center really
Olowokandi - average at best
Dampier - not nearly worth Marion
Curry - if he improved his work ethic he could be special
Mutombo - only cheap
Ratliff - Too old and fragile to have him as a cornerstone
Magloire - Just above average
Ilgauskas - Too old, only for cheap
Davis - only cheap

Marion, Eisley and Chicago's pick for Davis and Chandler. I'd take that.
Marion for Kwame and Hughes. I'd take that as well and possibly deal Hughes plus Eisley to a third team for an expiring contract possibly.

Marion to Washington
Hughes and Eisley to Chicago
Kwame and Davis to Phoenix

Works under the cap as well.

This is probably what its going to take to get a big man. Either a guy with potential and question marks or a player that's past his prime.

Chandler and Brown are both a roll of the dice.

You have to be over the cap when the season ends.

Its been discussed in several other threads.

To be more accurate, a team has to be over the cap at the start of the July 14th signing period to have its mid-level exception or its $1.6M exception.

When a team is under the cap, their MLE and LLE take a cap hold on their space. The combined value is about 6 million. So until the suns renounced their exceptions, they would only have had 10-11 million in cap space. Since that wouldn't have been enough to sign Nash and Q, we can assume the exceptions were renounced.

Once they are renounced, they are gone for the year.

The only way the Suns can add more FAs at this point is by signing them to vet minimum deals.

Yup. The league even pays for near half of vet minimum deals. It is a mechanism put in to try and keep players in the league for longer. No problem

It is the same thing. Contracts expire on June 30th every year. The league shuts down for roughly 2 weeks, then re opens on a different signing day each year.

It is like saying you have to have a check in before business hours on Monday morning, when it really means you need it in before the bank closes on friday afternoon :D
