I've got to believe that it's mostly that they create it. They scout these kids, then talk to guys in the media about what they're seeing and who they like. The other option is that the scouts just go off of what's said by reporters, because chances are this kid that you guys are saying is a 2nd or 3rd round talent will go in the first half of the first round.

The media connects that with someone who they find to be a good story. One story leads to another...the fans starting talking.... the more talk from fans equals the media sensing interest.... and doing more stories..now, they go back to the scouts and they say "He's shooting up the boards", which is based on everyone talking about him.
