you are incorrect. Exceptions to the cap are for teams over the cap. You can't be under the cap (and use cap money to sign them)...and then get exceptions.

We discussed numerous times already about the exceptions. I'm as many times sure that you are wrong on this. :(

I haven't seen any of these previous discussions, but there's probably some
confusion arising due to terminology in the old CBA. Teams whose total salary
is below the cap are still treated by the NBA as "over the cap" if the sum of
their salaries plus available exceptions is above the cap. These teams have
access to (among others) the MLE. A team is not given any exceptions if the
sum of the available exceptions plus salary is still below the cap.

(see question #18 in Larry Coon's FAQ)

You are correct Hora. If a team is within roughly $6.8 mil under the salary cap, they are considered over the cap, and therefore can use the exceptions. However, they can't be used in consecutive years.

If I was Atlanta, I would back out of the trade. They could tender the contract to Johnson without the compensation of the trade. Phoenix could either match or not. Seems this would be much cheaper for Atlanta.

Seems like this "procedural" snag is taking a lot longer to fix than just resubmitting paperwork. Atlanta knows Belkin had to sign the deal. It's gotta be more than that, or he could have signed it already today and the trade should be official by now. I think somethings up. JJ is probably having a coronary right now! ;)

Screw JJ I hope he gets hosed. Sign the 6 year $75mil and be set for life. He is a strange bird, never says anything and is always looking like he's lost in space. I wonder if he is just being a puppet to his "financial advisors" back east.

I take that back, I don't hope he gets hosed. JJ came to visit my son in the hospital two years ago and was very nice and polite. Signed his ball and his shirt and answered some questions. He just seemed so shy that I could see how people would take advantage of him and would try to manipulate him. That is the part I am pissed about because there are so many conflicting stories I wish he would just come out and set the record straight.

JJ is a good kid. I just think he tried to play a business man when he is a basketball player. He had a good thing here is AZ, but he wanted more and he had every right. He made his bed and now he has to sleep in it.

The worst case scenario is if the Suns did not match (if the sign and trade fell through). Then they would get nothing. The Suns must be willing to hold their ground and be willing to match Atlanta's offer. The Suns would get a chance to evaluate JJ's performance until December and then worry about what player moves they need to make.

However, if JJ chose to become a FA he would receive only the money owed him for the last year of his contract or the minimum qualifying offer (I'm a little unclear, but his salary would be very reasonable going into his last year with the Suns). And he would have to play great to get a good future contract.

I don't think JJ would risk injury and not sign a big contract this year while the market is high.

Thus, if the Atlanta deal fell through entirely, either JJ would sign a more agreeable contract with the Suns (kiss and make up), or the Suns and his agent would work together to find another sign and trade.

Now wouldn't this be ironic. :)

The bottom line is that the Suns must be willing to match Atlanta's offer so they have the winning hand.
