Lol. What a great angle. The clock doesn’t stop so no timeout. This should really be done. People may yell for the integrity of the game, but in reality each team should do what’s best for their team. Both agreeing to tie ensures they both make the playoffs. Unless it’s explicitly against the rules, they should do it.
