Skat was actually brought in as a top 30 visit despite being eligible for the local visit. But apparently per NFL rules, the amount of stuff you can do in a local visit is limited and more like having a few players in at a time, so the Cards brought him in for a real 30.
I forget if I heard this on Cardinals Underground or another draft-focused podcast, but it was a real source.
