If it's competitive balance, MLB is already at par with the other leagues - how does a cap and a floor change that?

You are missing the part of the conversation about the fact that teams have 1/6 of the payroll of the top teams.
The spread is part of the problem. Teams should have to spend a certain amount. And teams shouldn't be able to spend unlimited.
You don't think it's an issue. Many do.

Teams are limited currently though the luxury tax though.
They bargained this to start at $210M. I find less of a problem with teams spending 2x of the league average then those spending 1/5

But they aren't limited - teams go over the luxury cap.
Without a hard cap, there are too many loopholes.

What loopholes?
Very few teams will pay the tax. Most won't do it in consecutive years.
The dodgers will pay for last year and maybe SD. Other contending teams didn't make moves to stay below the threshold
The dodgers will pay more in tax than the lowest 3 teams spent in total payroll.
The proposal by the league is a $180M initial tax threshold with $100M floor.
I think that isn't terrible.
Looking back the last 5 years there is typically 4 teams spending above $180M and 15 spending under $100M

Putting a hard cap on team payroll will only put more money in the owners pockets vs the players pockets.
That’s it. That’s all it will do.

MLB has revenue sharing.
It's allowing teams to backstop these long term, low revenue rebuilds while sucking money away from teams that may be more inclined to spend it
