I know that this has been asked before, but how do I change the pixel size of a picture.

It's freeware. It's a small downlaod, about 1 meg. http://www.irfanview.com/
It's far better than many commercial graphic packages. VERY easy to use.

There is another one called XNview that is free and works well.
