Yes, I think on a good team he has potential to be a monster. He is one of the best defensive guards in the league and he is a terror in the open court. If he played on a team that had more guys capable of drawing defenders, there by creating more space (similar to what he and Dragic and Frye had going in 2014) he can have a huge impact on both ends.
Last year there was little space to work with. A bunch of guys who dribble after receiving passes or are not legit threats from anywhere but around the hoop. His turnovers are not pretty but I think they'd be dramatically improved if defenses had to play the other guys on the team with more respect. Last year Markieff was the only other guy who could consistently command respect but he scores isolated on the interior, not exactly a "catch and shoot" guy who the defense can't leave alone. You can leave Markieff, play the passing lane and if the pass gets to him he isn't going to blow by you or get a quick release, rather he posts up or does his dribble shoot routine.
The pieces we had on offense were ill fitting. Booker will hopefully help, Knight should help, more PT for Warren should help, and hopefully they can dump the Morrii for guys who are willing to play off of players who are not their siblings.
