Yes he does, they have to get below the 2nd apron to include multiple salaries in a deal for Beal - this is the first step to get below that Apron. It's exactly what the article that said they were interested in Beal said they would do if they were going to trade for him.

I'll reserve judgement if/when a deal is finalized and we see the details, but this screams of 'shuffling deck chairs on the Titanic' to me. There's no version of this Suns team that I see as a championship contender and all they are doing is prolonging the inevitable.
