In Overtime when Amare fouled out, Kidd drew a charge on Amare to foul him out, off the ball, but he was clearly WAY into the circle under the hoop. How can that be an offensive foul even if he runs into Kidd??

the circle isnt a clear cut thing. you can still get a offensive foul inside the circle as long as the defender has position in there before you make your move.

Loose ball and offensive fouls can be called in the circle.

Players can't just run people over to get the ball even if they are in the circle. The circle is mainly used when players are driving to the basket.

Yeah, LB is definitely the 'kid' on the team. When he is not in the game, after every timeout he is always off the bench hugging or high fiving his teammates who are going back out on the court. He also does funny things like when he is in the game, before play resumes after a timeout, he stands at the mid court sideline and does the stretch where you spread your legs and touch your toes with your opposite hand.

Maybe it's not clear cut how they call it, but the rule says if a defender is inside the circle and if the defender is set or not, it's not a offensive foul.

Are you sure about this?

I really haven't paid attention to any rules changes this season so it's possible I'm wrong but as of last season that definitely was not the case. There are (were?) several exceptions to the charge/block rules involving the protected circle. The most often cited exception had to do with where the offensive play began from and if it was from a certain area on the court the circle was to be ignored. I believe they referred to it as the "lower defensive quadrant" or something close to that.
