im a subscriber to the Chris Sanders assertion that the Cards org will tell their fans what they plan to do in the draft. This is especially true when what they will do doesnt equal fan expectations.
I think this is the Cards org prepping the fans via the flagship radio station:

"How about trading down?
“I think that should be the priority,” Gambo says. “I think that that’s what they would love to do. They don’t have a second-round pick in this draft. I do think the priority is try to trade down, move down six, seven, eight, nine spots (and) get a second-round pick.”"
the range noted is interesting: that is 14 - 17 -- TB, DEN, ATL, DAL. All rumored to be interested in trading up.
In the past, Keim has noted that pre-draft, teams talk to determine who is interested in moving, expectations, etc. and outline potential deals.
i think this has legs
