That looks like a very good conference in spite of losing BC, Miami, VaTech.
SEC and Big 12 needs 12 teams to come up with as good a top 4. Big 10 can't with 10 teams. ACC looks like a mediocre conference this year. Pac 10 has more bottom feeders than Big East.

Okay, USF and Cincy have ONE game. One game does not a great program make. Yeah, they've shown some signs of being good. Top program? Not on your life. Northwestern rose from the depths and had a few good years. YEARS, not games. Sorry, those teams don't qualify. Pitt isn't that good yet either. That leaves you with West Virginia, Rutgers, and Louisville. I'll definitely give you West Virginia--they've showed the staying power as a top program. Rutgers is a Johnny-Come-Lately--let's see it for more than a cinderella season first. Louisville is a little more accomplished than Rutgers, but still...need to see it for a while longer.
The Big East has ONE team, count 'em, ONE team, that has proven long-term to be top program. The SEC has Florida, Georgia, Tennessee, Alabama, Arkansas, and LSU as perennial top programs. They have down years, but more often than not they are big-time ranked teams. The Pac 10 has USC, Cal (kind of the same as WVU), Oregon, and Oregon State. I hate the Pac-10, but they do have four steady, solid programs. The Big Ten has Penn State, Ohio State, Michigan (this is a down year, no question), and Wisconsin (another WVU-type school). That's another 4 top teams. The Big 12 has Nebraska, Texas, and Oklahoma, and maybe even Texas Tech. That's 3 or 4 right there. Even the ACC has Florida State, Boston College, Miami, and Virginia Tech. Some of them are having rough seasons, but Miami and Florida State will bounce back, because they are top programs. The only program in the Big East to stack up to these thus far is WVU.
I will grant you that, this year, the Big East is much improved. Definitely better than the ACC, maybe as good as the Pac 10, and maybe as good as the Big 10. Will your lesser teams rise to the top and stay there? Maybe. Will they rise to the top for a short period of time, and then fade away again? Maybe. I'm not ready to name them a top conference, though. Talk to me at season's end.
