Well, it kind of works like that in every sport. Richer teams get better players, you can't really fight that.
NBA atleast tries to even out teams, having the worst teams get the best players via draft and such, compared to, let's say, european soccer where for example in the Spanish League 2 teams (Real Madrid and Barcelona) have combined 51 title wins in the league history, and there's nothing you can do about it, because they can always make the best offer to the best players. And that is compared to 28 combined wins from everyone else, many of those from distant past. Money makes the world go round.
