A team can decide to list the 3rd string QB on the game day roster, but most do not. If not, then what you had stated is correctamundo.

True, but if the 3rd string QB is active at another position on game day like punt returner, then he can play QB or any other position if needed despite that rule.

In essense, they would make him an active player but virtually every team makes the 3rd stringer inactive which preserves a roster spot for them since that 3rd stringer is really just a QB in their eyes.
