i find it hard to believe that these millionaires( billionaires) and there executives play by all the rules. Can kiem make a phone call to Cousins to “see how he’s doing”? Can a friend of Wills give Bradford a call to find out what it would take to come to Arizona? I’ve got to believe this crap goes on all the time. Is that tampering? Call it cheating but if you’re not cheating you’re not trying hard enough.

I'm sure Keim has had contact with Cousin's agent, just like the rest of the QB needy teams have.

In most cases as long as it isn’t done publicly to where the media is reporting about it I assume it’s an unwritten rule amongst teams. Obviously if WAS wanted to cause a stink about it they could but I assume they are gauging interest to see if the feel they can exclusive tag him and get compensation or because the Smith trade situation doesn’t look exactly by the book they aren’t casting stones.

The NFL defines tampering as “Any public or private statement of interest, qualified or unqualified, in another club’s player to that player’s agent or representative, or to a member of the news media.’’ “Any interference by a member club with the employer-employee relationship of another club or any attempt by a club to impermissibly induce a person to seek employment with that club or with the NFL’’ is also a violation of the NFL’s anti-tampering policy.

League policy states “The purpose of the NFL anti-tampering policy, as it applies to tampering with players, is to protect member clubs’ contract and negotiating rights, and, at the same time, to allow the intra-League competitive systems devised for the acquisition and retention of player talent (e.g., college draft, waiver system, free-agent rules under an operative collective bargaining agreement) to operate efficiently.’’

What's "tampering?"

That's when Jason Grimsley (remember him from the IRS PED sting?) snuck through the HVAC ducts at Chief Lackahoma Park in Cleveland to replace Albert Belle's corked & confiscated bat with one that had Paul Sorrento's name on it. Juust a bit outside!

That's tampering.

players can talk. Pretty sure it happens at the pro bowl all the time. Players talking is not considered tampering so long as they are not officially representing their teams.

Nothing prevents a player from contacting teams to gauge interest in them. I wonder how many players made contact with teams and had a rough agreement in place before the official FA date?

If we only knew . . . have to believe that all the name $$$ guys to hit FA are already signed, sealed, and delivered.

Watch how many announcements are made within an hour or two of the opening of the 'legal' FA signing period. No way the contracts and conditions were worked out within that one hour window from the beginning of FA and the announcement.

GMs got to get their off-season plan together and how they are going to manage the cap---they don't wait around and see everyone off the board before they put in a bid and get someone signed.

Didn't that change a few years ago, when they granted permission to start negotiating the day before the signing period begins?

Believe you are correct. Instead of 1 hour before FA, sub 1 day allowed for 'legal tampering.' Still think it is a done deal be it one day or one hour.
