The numbers are basically a players salary:
defense can be an additional 10pct off if the overall Salary-1,II or not at least close in figure

That is his max value and players normally get teams to pay it....
He isnt getting an offer at the moment cause teams know that Utah could match it.
When it gets closer to July 15th some teams will begin to offer. Its complicated but either you get an early commitment or you wait til July 15th basically start over.

He is every bit the player of what 10million will get you.
