Was the call for helmet to helmet or for hitting the player's head? Wouldn't it also be a penalty if he hit his head with his shoulder? I could be wrong, but it seems like more and more calls are being made (including some phantom ones) to protect receivers. Heck, you can't even hit a "defenseless" receiver now!! Whatever the penalty, it was worth it. VD dropped 2 balls that weren't the best throws, but the highest paid TE in the league should make.
