Actually, no, not necessarily. Look at where the top QBs of today were drafted:
Burrow (high)
Mahommey (not high)
Allen (high)
Jackson (not high)
Love (not high)
Hurts (not high)
There are more good QBs that were drafted high as well. Point is, you don't have to bottom out to get a great QB. You just have to be great at assessing and drafting the correct QB. The guy I stanned for prior to his draft was Big Ben, and the Stillers got him later in the 1st. Now, I'm happy with who we got, but Big Ben supports my point
