This is not a bad trade. Dillon Brooks would likely have been better for the Suns long term.

If the Suns end up with Rivers and Oubre for Ariza, it's not a bad trade.
Having Oubre's rights as a restricted free agent might get the Suns something more in a sign and trade this summer. And Rivers is probably better than what the Suns have at point guard.
Rivers is a shoot-first point guard who can't shoot. He gets 2.0 assists per game in 24 mpg. He shoots 39% from the field. He shoots 54% from the free throw line!!!
His career numbers aren't much better (2.4 apg, 42% and 64% from the line).
He's my absolute least favorite type of basketball player: A point guard who is mediocre but thinks he's great.
He's Mike James. He's Brandon Knight.
I'd rather play our young guys. They're not good either, but there's at least some hope they will be good in the future. Rivers is just as bad now and he will always be bad. Your best hope is last season with the Clippers where he shoots well enough from 3 to justify his inefficiency elsewhere. The Suns should want more.
The only thing Rivers offers is an expiring contract. If they trade for him, I sincerely hope they release him. This team is already tough enough to watch most nights.
Jones got the better value of the two parties in this trade, but it still leaves a gaping hole as to what to do at PG. Rivers is not the answer

The thing with Oubre, the Suns have too many wings that can play and the Suns don't want to pay him.
I'm not sure the Suns wanted to get better because of the upcoming draft. It makes me think the Suns will do another trade.

He's long and tall. He's kind of like a Tim Thomas lite. He's a SF but in today's NBA he can play PF because of his size. If he's motivated to earn a contract, and he'll be a RFA this summer, then he might help us out some. He's better than Anderson, Bender, or Warren playing PF and that allows Warren to slide back to SF.

Maybe Rivers has value to Doc and we can use him to finally pry Teodosic out of LA? Wishful thinking. I don't think the Clippers can reacquire him since they traded him away this past offseason.
